In Florida, the original jurisdiction for a will contest is handled by the circuit court level and that would generally mean that you would go to the circuit court for the county in which the dead person resided at the time of their death.

If the person who died was resided outside of the state, then typically an action for a will contest or to establish a probate would be brought in the county where the real property is located, for an ancillary administration. Most of the circuits apply a particular judge who is established as one having particular expertise for and handling those probate matters.
